Can I start work in France before I get my work permit?

No. You must wait in your home country until your work permit has been approved by the French Labour Authorities. Then you will have to make an appointment at the nearest French Embassy or Consulate in your home country to get a visa.

Do I need a work permit to work in Alsace?

If you are a non-EEC citizen, you must get a work permit. There is a list of documents required from the transferee, and either from your company of origin or the welcoming company, for the Labour Authorities and immigration services in the area where you intend to settle.
